Award Descriptions

Qualifying Criteria:

Innovation: a creative approach, using IM/IT applications and/or technology, to advance government (may include, but is not limited to: policy frameworks, service delivery, organizational transformation, use of customer-centered services, public consultation and participation, competition in the global economy)

Outstanding: achievements or actions that are clearly above and beyond what would normally be required or expected

National: inclusive of all levels of government and regions of Canada

Individual: any indeterminate or term public sector employee as of the nomination submission due date, excluding those at the ADM or DM level

Team: a group of individuals (as above) who have jointly contributed to a project or initiative
Cross-Jurisdictional: crossing one or more governments within Canada. This may include across the same level of government (e.g. municipal to municipal; provincial to provincial; federal to federal), or one or more levels of government (e.g. provincial with federal, etc.).

Note: all nominations must contain an underlying IM/IT component.

Group I: Federal Awards/ Group II: Provincial Awards/ Group III: Municipal Awards (Awarding up to 3 Medals per Group)

Category A: Service Delivery to Citizens & Businesses 1 Distinction Award
This award recognizes outstanding achievements by individuals or teams in developing and implementing innovative projects to improve client service delivery; with a specific focus on citizens or businesses as clients of government.

Category B: Internal Business Operations 1 Distinction Award
This award recognizes outstanding achievements by individuals or teams in enhancing internal business operations. Projects or accomplishments must have demonstrated savings in operating costs and/or enhancements to the efficiency and productivity of government.

Category C: IT Operations 1 Distinction Award
This award recognizes outstanding achievements by individuals or teams in sustaining/supporting IT Operations within government, as defined by the efficiency, effectiveness and client satisfaction of a particular system or program over time. This category is open to IT support areas such as Operations, Intranet/Internet Management, Infrastructure or Existing Application Enhancement/Maintenance.

Group IV: National Awards (Awarding up to 6 Medals)

This group of awards is open to nominations from all levels of Government, either individually or where more than one level of Government is involved.

Category A: Information Management 1 Distinction Award
This award recognizes outstanding achievements by individuals or teams who have greatly enhanced the return on investment in government through the strategic application of sound information management principles, policies and processes (this may include projects or initiatives involving, for example, records management, document management).

Category B: Cross-Jurisdictional Partnerships 1 Distinction Award This award recognizes outstanding achievement in innovative cross-jurisdictional partnerships which have delivered integrated government services to citizens or businesses.

Category C: International Partnerships 1 Distinction Award
This award recognizes outstanding achievements in International partnerships. This can involve any level of government within Canada teamed with any level of foreign government, NGO or multilateral institution, i.e. World Bank (Monetary Fund), United Nations, to deliver integrated government services to citizens or businesses.

Category D: Pilot Projects 1 Distinction Award
This award recognizes outstanding achievement in innovative pilot projects whose results were instrumental in either confirming the soundness of their methodology or in identifying additional factors that must be accommodated prior to full program implementation. Primary consideration in evaluating these nominations will be the analysis and documentation of "lessons learned" from the results of the pilot projects.

Category E: The Human Dimension 1 Distinction Award
This award recognizes the outstanding contribution by an individual or team in addressing the human dimension in the application and/or use of technology to enhance government (this may include, but is not limited to, organizational change strategies and plans, universal accessibility challenges, learning programs and skills training initiatives).

Category F: Unique Achievements 1 Distinction Award
This award category exists to enable the recognition of an extraordinary achievement by a team or an individual who have made a significant contribution through a unique project (for example, one of high complexity), which does not qualify under any of the other award groups or categories.

Group V: Leadership Awards (Awarding up to 2 Medals)

The Leadership Awards are an affirmation that one person really can make a difference even within a large IT organization or project. As leaders, nominees will have inspired and mobilized the energies and talents of others to work toward the achievement of the shared goals and objectives of their organization, the people within it and the people it serves.

Category A: Leadership 1 Distinction Award
This award recognizes an individual who has demonstrated substantial and visible leadership and innovation in enabling government within a well-defined project or unforeseen event and/or has also contributed generously their time to work on international committees, working groups or other formal/informal initiatives to further government objectives in the global environment, during the award period.

Category B: Career Achievement 1 Distinction Award
This award recognizes an individual who has consistently demonstrated outstanding leadership throughout their career as a public servant. The nominee will have transformed government operations and/or service delivery through the development, implementation or management of innovative, technology-related projects with demonstrated returns on investment.
