Nomination Rules
Eligibility:
In all five groups, awards will be given for initiatives, projects or accomplishments which realized tangible results during the period May 25, 2007 to May 23, 2008. Projects or initiatives at different phases of development or implementation will be considered, although the nomination must clearly and accurately describe the level of implementation reached within the project or initiative. Submissions related to initiatives or projects of all sizes and any scope are encouraged. Based on the quantity and quality of nominations received, awards may not necessarily be given in all groups and categories.
To qualify for an award, persons nominated must be employed as an indeterminate, term, or equivalent employee in the respective level of government (including persons employed in the military, RCMP, crown corporations, boards and agencies) at the time of their nomination.
As a general rule, it is assumed that Deputy Ministers and Assistant Deputy Ministers, or those of equivalent ranks within government organizations, have already been widely recognized as innovative and successful leaders by virtue of their appointments, and will not be considered eligible for these awards.
Nominations which were not successful in a previous year's Distinction Awards Program may be re-submitted only if it can be clearly shown that the nominated project has made substantial progress and achieved tangible new results or accomplishments.
Judging:
The judging of nominations will be conducted in two stages. First, SCOAP will screen all nominations for the awards, and identify those who will qualify as finalists in all groups. SCOAP is a non-profit association, dedicated to exploring achievements and issues related to the management of information and technology on people, companies and society in the knowledge-based economy. Second, separate panels of senior officials from all levels of government and the private sector, will be appointed by GTEC, to judge federal, provincial, municipal and cross jurisdictional nominations, and select up to 42 award winners.
Decisions of all judging processes are final. As soon as finalists are selected, they will be notified, as well as senior management in their respective organizations. Award winners from all categories will be announced at the Distinction Awards 2008 Gala, to be held on October 27, 2008.
Finalist individuals and teams will be required to submit a colour photograph which will be displayed as winners are announced at the Gala.
Distinction Awards 2008 Gala:
All Finalists are encouraged to attend the GTEC Distinction Awards 2008 Gala, at the Canadian Museum of Civilization on Monday, October 27, 2008, as awards will be presented to the winners in front of a capacity crowd of over 500 public and private sector guests, including deputy ministers and other officials. In the case of finalist teams, two representatives, i.e., one IT/IM representative and one Business Unit representative, are encouraged to attend. Tickets can be purchased by calling to reserve with Silvia Villon at 613-736-9851, ext. 120. Invoices will be provided per order. Other team members may purchase additional tickets to attend as space allows. Gala seating is assigned in advance at the discretion of the GTEC organizers.
Preparation of Nominations:
A person or team may be nominated in only one category. Judges reserve the right to re-classify any nomination to a more appropriate category.
Nominations in either official language are acceptable. However, if a nomination is selected as a finalist, the information provided in Section 1 through 5 of the Nomination Ballot will be required in both official languages.
Deadline:
All nominations must be received no later than 11:59 p.m., May 23, 2008. Before preparing the nomination ballot and rationale, please complete the "Intent to Submit" form and send it to the address below. While there is no firm deadline for the Intent to Submit, it will facilitate the Awards administration if your Intent to Submit is received by April 30, 2008.
