Elizabeth Hackenson, Senior VP and CIO, Alcatel-Lucent
As a seasoned CIO, and one of the top 200 female business people in the United States, Elizabeth Hackenson will provide a unique and insightful position on how the CIO plays a key role, internally and externally, as a champion for success.
- For the Government IT executive, the ability to rationalize the overall objective of the combined departments and not just their individual branch is a key skills requirement. Converging networks, processes, and tools will facilitate such collaboration.
- Regardless of public or private sector one consistent pressure comes in the form of budget. CIO’s are always challenged to gain efficiencies by making the right investments in the right priorities (Collaboration, Security, Identity management…) Models such as SOA and SDE are proving to be effective in reaching these goals.
- A CIO must posses the ability to promote innovations to senior executives, to line managers and staff, and to the public. He or she must have the ability to "evangelize" the value of tools and services.

11:00 – 12:00

John Pickett will draw from two CIO Canada initiatives to address the role of the CIO within the first 90 days of assuming the role, as well as the key issues facing CIOs today.
First is the “Running Start” initiative of the CIO Executive Council. 67 practicing CIOs contributed to this report, which provides guidance to newly-appointed CIOs and experienced CIOs moving into a new job and focuses on the first 90 days on the job. However, its content is relevant to incumbent and to aspiring CIOs. Issues include:
- Understanding the corporate strategy
- Identifying key success factors for IT in the context of the business
- Building relationships
- Allocating your time – learning, short- and long-term planning
- Creating early wins
- Understanding and negotiating success factors with your boss
- Pitfalls and how to avoid them
The second CIO Canada initiative is the 2007 CIO Insider Survey, which identifies current issues and challenges for CIOs:
- Where their time and effort is focused;
- What types of initiatives are in vogue;
- Spending plans, etc.
John will do a brief introduction touching on these points followed by reactions from CIOs on Panel

Government departments are not the only organizations to face the challenges of transformation and innovation. IBM recently underwent an internal transformation to an aligned business management model for IT shared services globally. In this presentation, Mircea Mihaescu will present a case study on IBM's experience and lessons learned, including a discussion of:
- The CIO as Chief Innovation Officer
- Managed Innovation Technology Adoption
- IBM's technology Adoption Program
- IBM's Workplace Transformation
- The On Demand Workplace and the collaborative workplace
(session followed by reactions from CIOs on Panel)

2:45 – 3:45
The final portion of the program will focus on key issues facing the CIO, and mostly follow a round-table format where questions are brought forward to the CIO Panelists from the Floor. Each table will be asked to discuss a topic and identify the common challenges that delegates around the table face in their roles. The Moderator will ask tables to bring forward their reactions and have the Panelists respond. Each table will be a self-facilitated working group.

Engaging your clients – While much has been accomplished to engage the program/service delivery side of organizations, what has been your greatest challenge in engaging program leadership in IT/IM projects?
- Question 2:
Building your personal network – What should you be doing to engage community networks, internally, within peer groups and inter-jurisdictionally?
- Question 3:
Building your team – What is required to build capacity in public service IT/IM teams? Is your team equipped with the right tools to meet public and internal expectations around service delivery?
