Treasury Board Secretariat has released a new Policy on Information Management, expanding accountabilities and specifying desired results for IM across government.  While the new policy replaces the MGI Policy of 2003, in the absence of the full complement of associated directives, it is not entirely clear to departments what their immediate response could or should be. This session will examine what  has  changed, and the current “knowns” with respect to compliance with TBS IM Policy and its associated directives.

Computer Forensics and Incident Response for Managers and IT Administrators

This presentation is a condensed version of a free half-day workshop on Computer Forensics conducted on a regular basis by Cyberklix designed for IT security officers, all managers and IT administrators.

Activity that takes place on computers and networks is fleeting by nature. When conducting incident response, critical data can be erased, accidentally changed or overlooked resulting in inaccurate and misleading conclusions.

Digital forensics has evolved to address these issues but most IT security officers, managers and IT administrators are not aware of the processes involved and have not incorporated proper forensic procedures into their incident response plans.

This presentation provides a quick overview of what computer forensics is and how it can apply in different incident scenarios. It covers the importance of forensically sound logs, options on how to collect and store them and talks about counter forensic tools, the hype and reality.

The final part of the presentation consists of “first responder” procedures on computer forensics that provides incident response staff with guidance on how to conduct an initial forensic response.
All attendees will receive a hard copy of the guide along with a quick reference guide.

MTS Allstream Workshops: Making Government 2.0 a Reality

MTS Allstream is a leading provider of IP Converged, Unified Communication, IT collaboration and Security services to public sector organizations in Canada. The MTS Allstream workshop consists of 5 presentations on the Government 2.0 theme from the perspective of moving from the Government 1.0 current situation to the Government 2.0 future state and the impact on collaboration, security and network requirements. Each presentation will be about 30 minutes with an additional 5-10 minutes for questions. Refreshments will be provided.


Workshop 1: Migrating from Gov’t 1.0 to Gov’t 2.0

Web 2.0 is a set of technologies that rely on user collaboration and include Web services, peer-to-peer networking, blogs, podcasts and online social networks. IT and business leaders optimistically hope these tools will enable enterprises to reach new levels of productivity. But what about government and other public sector organizations, will they also be able to reach new levels of productivity?

What came before Web 2.0, in other words what is Web 1.0, and how have organizations moved from the Web 1.0 world to the Web 2.0 world?

This session will explore where public sector organizations have successfully implemented Gov’t 2.0, the public sector version of Web 2.0 and what were the benefits they attained and the risks they had to mitigate to become successful.

Different organizations will be compared in order that benchmarks can be established and a maturity model proposed.

Phil Sylvain is the Senior Marketing Manager for the Public Sector at MTS Allstream. He has over 20 years ICT experience in technology and business management and consulting including 10 years experience with collaboration systems in the public sector.

Workshop 2: Gov’t 2.0 Multilateral Collaboration

Some of the most significant benefits delivered by Collaboration solutions occur when they are deployed to support processes external to a department, such as: public consultations, negotiations, public/private partnership projects, interdepartmental working groups, federal approvals, translation services, etc.

Benefits range from reduced travel and administration costs to streamlined processes to increased participation and enhanced relationships. Even the most basic of collaboration services and technologies can deliver significant levels of benefits.

There are some basic challenges to be addressed by any department or organization wishing to engage its external partners and constituents in collaborative activities. However most of these have been tackled at least once and are now quite manageable.

This session will introduce you to several real experiences with collaboration technologies in the federal government. It will also provide an overview of the key challenges that were addressed and the benefits that resulted.

Workshop 3: Making Gov’t 2.0 More Effective with Collaboration Tools

Collaboration has a clear impact on business performance – in particular productivity, client services, product development, innovation, and compliance. Yet, according to research from Frost & Sullivan, government ranked as one of the least collaborative sectors.

This presentation will explain that ranking and will identify those potential business areas where government could leverage collaboration solutions that are already available in their organizations and take advantage of the business benefits being realized in other sectors.

Today’s collaboration solutions can help government department’s centralize disparate information sources, better coordinate teamwork, efficiently leverage organizational expertise and knowledge, effectively collect and share critical business information, simplify common business activities and processes as well as rendering policy settings to comply with regulatory and statutory requirements.

This session will present some collaboration initiatives that are being undertaken today in the federal government and will share important items to consider when undertaking similar initiatives.

Workshop 4: Making Gov’t 2.0 Secure

Government is facing increasing pressure to improve management and control over access to information. The use of technology to improve service and reduce costs is a fundamental element of Government 2.0 but it introduces new challenges relative to authorizing rights and managing access to trust worthy systems.

Identity and Access Management (IAM) infrastructures provide an environment that enables effective access approval and control measures that align business need with policy enforcement through capabilities such as segregation of duties, workflow and approvals and automated account provisioning. Benefits include increased assurance of proper authorization of access rights, management of user privileges and improved business processes.

The implementation of an Identity and Access Management solution should also be considered as part of a strategy to comply with organizational security standards such as MITS. It can provide detailed evidence of access rights and activity, as well as serve as a foundation for addressing obligations related to governance, identification and authentication, authorization and access control and perimeter defence.

This session will present an overview of IAM concepts and discuss elements of a strategy for introducing it successfully in government. It will also identify some of the planning, deployment and integration challenges that are typically experienced, as well as provide approaches for leveraging IAM to better manage, control and report on access to information systems.

Workshop 5: Underlying Networks for Gov’t 2.0


There are clear productivity benefits when deploying a collaboration solution within an organization and a critical link between the solution that is deployed and the network infrastructure that is in place to support it.

This case study will review the experiences of a large Canadian financial institution that has openly adopted MPLS (Multi Protocol Label Switching) technology across their infrastructure for both voice and data. This adoption coupled with the collaboration tools they have deployed has enabled them to increase the productivity of their staff, improve communication where both organizational and geographical boundaries exist and introduce new services to increase their customer service capabilities.
In addition to reviewing the benefits of deploying these new technologies we will also discuss the project milestones, budgets, deployment strategies, security concerns and the obstacles that were overcome to meet client commitments and successfully complete their most successful IP network conversion to date.

Other significant benefits were realized through the migration of services to a service provider that allowed internal engineers to focus on designing and deploying additional technologies to give the institution a competitive advantage in today’s financial marketplace.
