New Trends in Government IT Spending

How much are governments spending on information technology? What are they spending it on? What has changed? What are the trends?

This seminar will review the major challenges facing information technology management and the plans of governments to deal with them. The trend towards the sharing of information technology initiatives between jurisdictions means that the demands on resources at every level are increasing each year; it has become critical to understand the changing roles of the players involved.

This seminar builds on the IT market studies of the federal and Ontario governments prepared annually by Public Sector Research Inc., further supplemented by other provincial and municipal surveys.

Self-Defending Hosts: From Science Fiction to Reality

The concept of self-defending hosts has existed for over a decade. What was once a science fiction-like dream, is becoming increasingly real. Advances in the field of host security include deep packet inspection, and come in response to new attacks that routinely bypass perimeter defenses, targeting weaknesses in operating systems, servers and applications. And as these applications continue to evolve using the latest in Web 2.0 technologies, even more critical vulnerabilities will be exposed and exploited. Learn about the latest threats and the developments in host-based security that are allowing public and private sector enterprises to shield their mission critical systems.

The Business Case for Linux Desktops in Government

Governments are being called upon to improve technology access for all citizens, to maximise the return on fixed hardware budgets, to reduce electrical consumption, to improve computer-to-student ratios in schools and to decrease the amount of digital waste in our landfills.

During this session, attendees will gain insight into how the 10-to-1 multi-station Linux desktop strategy consolidates desktop hardware and associated management, electricity and infrastructure costs. This strategy delivers up to an 80% decrease in TCO and a 70% reduction in electrical consumption over traditional stand-alone Windows desktop deployments. Novell and Omni will present case studies on how governments, universities, and corporations (North West Province of South Africa, University of New Mexico, Danville School District, LoveLife HIV/AIDS Awareness Program) and other organizations are leveraging the Multiplied Linux Desktop strategy. Special consideration will be given to discussing how to run Windows applications on Linux.

Everything You Wanted To Know About ‘Going Mobile’

The migration to ‘on demand’ technology services using a common shared architecture supporting a wide array of needs are the definitions of Government 2.0.

Enterprise mobile applications when deployed from a shared platform technology do satisfy that definition. The lessons learned by three public sector organizations that collectively have more that 13 years experience deploying mobile solutions for their 1000+ field officers will provide the basis for this ‘best practices’ seminar. For two of these organizations, their histories include different initial approaches that were less than successful. Restarts eventually led to a platform solution approach for their initial requirements and to using that same platform for all ensuing mobile worker requirements.

On October 16th, 2007 at 2 pm. an enterprise mobile application platform will be explained and its use demonstrated to solve the business requirements of MPAC (Ontario’s Municipal Property Assessment Corporation) ESA (Ontario’s Electrical Safety Authority) and Ministry of Community and Youth Services (CYS Ontario). This interactive session will reveal their learning process and ultimately define the best practices that they have evolved.

Concurrently, the audience will participate as developers, administrators and ‘field users’; getting practical lessons about the steps that a mobile worker business process requires.

Bring your business issues and ‘business process change challenges to this working session.

Constantine Karbaliotis, Security and Privacy Awareness Specialist, Symantec

Building Public Trust in an Era of Data Leaks

Federal, provincial and municipal governments are custodians of massive amounts of sensitive public information. Be it health records, tax returns, drivers’ licenses or other confidential data, much of it is stored in electronic form somewhere within a government’s computer network. With national projects such as Canada Health Infoway and the inevitable migration to e-records of all kinds, the likelihood of exposure through accidental or malicious activities is at an all-time high.

Data breaches invariably lead to a loss of the public’s confidence. Fiascos in the corporate world have shown privacy and security breaches will always result in a hunt for those accountable and paved the way for legislation such as PIPEDA. Despite the laws, Canada’s Privacy Commissioner, Jennifer Stoddart recently revealed that most Canadian firms lag in adhering to privacy legislation. Yet, Symantec’s recently-released Internet Security Threat Report indicated that government information leaks account for 25 per cent of global data losses, with a further 14 per cent arising out of the health sector. Clearly, if one of the goals of government is to garner public support of and participation in new programs, all three levels must lead by example.

Governments have made notable strides in storing, managing and protecting confidential data but now it’s time to up the ante by implementing information assurance policies and habits. Lead by Symantec Canada’s Senior Compliance Business Specialist, Constantine Karbaliotis, this eye-opening seminar will delve into critical data security issues unique to Canada’s public sector.

Constantine will draw from his legal and technology specialist background and share insights on emerging privacy trends and unique challenges facing all governments. He will offer his skilled perspectives on the delicate balancing act of making information accessible while maintaining the strictest of privacy standards. Further, he will explain how public sector organizations can create and sustain data protection and monitoring policies that foster greater fiscal responsibility and promote greater transparency. Ultimately, attendees will emerge from this seminar with a newfound understanding of data asset protection and the essential methods for boosting public trust and participation in government programs.

Don't Sell Your Soul: Building Your Organization's Capability and Capacity in an Era of IT Outsourcing

All organizations are faced with the challenge of increasing their capability (their ability to get things done) and their capacity (their ability to get more things done), usually with fewer resources. In times like these many turn to the Outsourcing Spectrum – from occasionally hiring contract and freelance help, to offshoring whole divisions to foreign countries. The choice of what to outsource and to whom is daunting – but critical.

Ultimately, solving problems and responding to opportunities is not about new technologies, new techniques, or new funding: it’s about people. This session looks at strategies that can prepare organizations for the organizational challenges of government transformation, beginning with the insight that government transformation, across departments and jurisdictions, can only succeed if the capabilities of personnel and capacities of organizations are up to the task.

Scott is currently Vice President and Chief Learning Officer for Nexient Learning Inc., the largest full-service training and Education Company in Canada.
